Primary responsibilities include preparation of proposals and grant applications and performance of responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities for fire and ems operations.
Works under the direction and guidance of the Fire Chief.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible for conducting the full range of activities required to prepare, submit, and manage grant proposals to government, foundation and corporate sources.
- Perform prospect research on government, foundations and corporations to evaluate prospects for grants.
- Work with Fire Chief and treasurer to gather information necessary to report to grantor on current grant programs.
- Comply with all grant reporting as required by donors.
- Understanding of Fire Department history and programs.
- Make appointments for Fire Chief and arrange for onsite tours for supporters (government officials, foundation officers, foundation trustees).
- Maintain current records in database and in paper files, including grant tracking and reporting.
- Maintain confidentiality about information learned on the job.
- Understand or possess the ability to learn the department policies and procedures.
- Assist the Fire Chief with all aspects of budget preparation and management, including budget disbursement records.
- Maintain complete and accurate files on department personnel including recruits, existing members and past members.
- Accurately prepare, proof read and edit correspondence, reports and other documents.
- Coordinate the recruitment and orientation of new employees from a human resources perspective.
- Ensure procedural compliance with local, state and Special District government policy.
- Prepare statistical information as requested.
- Routinely update the department website as new information is supplied by other department members.
- Perform other related duties and special projects as requested.
- Minimum of two years’ experience with grant writing.
- Previous experience with non-profit fundraising.
- Experience working in deadline-driven environments.
- Able to work well in a team environment, handle multiple assignments and meet deadlines.
- Able to monitor and meet income goals.
- Ability to work alone.
- Possess the ability to concentrate and accomplish tasks despite numerous interruptions.
- Possess good working knowledge of personal computers and software.
- Must be willing to learn new software programs specifically designed for the fire service.
- Must be physically and mentally capable of developing, implementing and utilizing a records management system including filing documents and records.
- Possess excellent interpersonal skills with the ability to communicate effectively orally and in writing in English with the public, elected officials, department heads and other fire department members.

Performs a variety of technical, administrative, and supervisory work in planning, organizing, directing and implementing fire prevention, suppression and emergency medical services to prevent or minimize the loss of life and property by fire and emergency medical conditions.
Works under the general guidance and direction of the Gateway-Unaweep Board of Directors.
Supervises the Assistant Fire Chief, all Lieutenants, Volunteer Personnel and all staff associated with the department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plan, coordinate, supervise and evaluate all fire and EMS operations.
- Establish policies and procedures for the fire department in order to implement directives from the Board of Directors.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Establish, within Gateway-Unaweep Fire Protection District policy, appropriate service and staffing levels and allocate resources accordingly.
- Meet with staff to identify and resolve problems as necessary.
- Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees and volunteers to correct deficiencies; implement discipline and termination procedures.
- Plan and implement fire and EMS programs for the District in order to better carry out the policies and goals of the fire department.
- Review departmental performance and effectiveness; formulate programs or policies to alleviate deficiencies.
- Develop and manage department goals, objectives, policies and priorities for each area.
- Supervise and coordinate the preparation and presentation of an annual budget for the fire department.
- Direct the implementation of the departments' budget.
- Plan for and review specifications for new or replaced apparatus and equipment.
- Respond to all calls and direct activities at the scene of major emergencies.
- Supervise the inspection of buildings and other properties for fire hazards and enforces fire prevention ordinances.
- Direct the operation of departmental in-service training activities.
- Control the expenditure of departmental appropriations.
- Handle grievances, maintain departmental discipline and the conduct and general behavior of assigned personnel.
- Prepare and submit monthly reports to the Board of Directors regarding the departments' activities and prepare a variety of other reports as appropriate including the annual report of activities.
- Plan departmental operation with respect to equipment, apparatus, and personnel; supervise the implementation of such plans.
- Assign personnel and equipment to such duties and uses as the service requires.
- Develop and maintain positive working relationships with the community served by the Gateway-Unaweep Fire Protection District.
- Oversee the research, development, acquisition and implementation of available grants.
- Respond to EMS and Fire Calls and report and direct EMS and fire suppression activities as necessary.
- Perform all "Primary Duties" listed in the Gateway-Unaweep Fire Protection District job description for a Paramedic.
- Possess and maintain certifications for Paramedic and FFII.
- Meet with elected or appointed officials, other fire and EMS officials, community and business representatives, elected officials and the public on all aspects of the departments’ activities.
- Attend conferences and meetings to keep abreast of current trends in the field and represents the city fire department in a variety of local, county, state and other meetings.
- Perform the duties of command personnel as needed and fulfills obligations during duty days or duty weeks.
- Serve as a member of various city committees.
- Attend all required meetings for compliance with Mesa County Protocols.

EXPERIENCE AND TRAINING GUIDELINES
3 years of increasingly responsible fire suppression and prevention experience including one year of management and/or administrative responsibility.
Equivalent to an Associate's Degree from an accredited school, college or university with major course work in fire science, public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate:
Possession of certification in the National Incident Management System.
Must pass background check.
Must be physically able to fulfill the duties and responsibilities and pass an NFPA compliant physical examination.
Must possess and maintain valid Colorado driver’s license.
Must possess and maintain valid CPR certification.
Must possess and maintain valid NREMT Paramedic certification.
Must possess and maintain valid Colorado Paramedic certification.
Must acquire and maintain “on-protocol” status in Mesa County.
Must possess and maintain ACLS certification.
Must possess and maintain PALS certification.
Must acquire and maintain valid FF-I certification.
Must acquire and maintain Hazardous Materials Operations.
Must acquire and maintain current NWCG FFT2.
Must acquire and maintain current NIMS/ICS qualifications:
Must be willing to work shifts, weekends and holidays.
